![]() MICC The Maritime International Cooperation Center of
Japan ( MICC ) was established on March 1, 1982 with the authorization of
Japan’s Ministry of Transport and the assistance of major Japanese shipping
companies to comply with the increasing demands of developing countries which
contribute towards the development of maritime industry, the enhancement of
seafarer education and performance, improvement of navigation safety
through research and study activities. It is a semi-governmental and non-profit
foundation dedicated entirely to the promotion of internal cooperation
specifically in the maritime fields.
SECOJ The Seamen’s Employment Center of Japan ( SECOJ ) was designated by the Minister of Transport of Japan as a non profit organization on May 29, 1978 which aim was to provide services and to promote employment of Japanese seafarers which started services from June 1, 1978. In 2000, SECOJ took over businesses from other organization (MICC) for fostering seafarers of developing countries. In 2003, they started examinations for ship’s cooks and seminar courses for radio operators in Manila for foreign seafarers who want to board the vessels of the Japanese International Ship System (JISS). In 2004, A new office in Manila was established and started to audit completion examinations of seminar on Japanese Domestic Maritime Law for foreign officers and engineers who want to board the vessels under JISS. SEAFARER TRAINING SCHEME IN JAPAN To comply with increasing demands for the education of cadets from developing countries, the MICC started a Seafarer Training Scheme in Japan from October 1990. This Training consists of three parts: Two months pre-sea training at Marine Technical College, as very popular on its name as “ kaigi Daigakko” which is located in Ashiya, Japan. Three months of group on-board training by the Institute for Sea Training which only started on batch 8th on TS Seiun Maru. Nine months of individual on-board training by major Japanese shipping companies. This project was organized by the MICC under an ODA project sponsored by the Ministry of Transport of Japan and The Japan Maritime Development Association.
With its counterpart in the Philippines, the Maritime Industry Authority (MARINA) conducts the competitive written and verbal examinations with the entire maritime schools in the Philippines selecting deserving deck and engine cadet until in the year 2007 when the selection was transferred to the Philippine Overseas Employment Administration ( POEA ) up to present. |
